His achievements in the field of country administration
1. He is the first person who compiled the book.
2. He is the first one who set up a house for flour (ministry of provisions).
3. He is the first person who introduced waqf (ministry of endowments) in Islam.
4. He is the first to count the property of his agents and governors and order them to provide a list of their wealth (where did you get this?).
5. He is the first person who placed a house for the property of Muslims (Ministry of Treasury).
6. He is the first person to measure the weight of the “Darham”.
7. He is the first person who took zakat from a horse.
8. He is the first person who set rights for people.
9. He is the first person who put the alimony of the lost animal from the treasury.
10. He is the first person who surveyed the lands and determined their size.
11. He is the first person who distributed essential food items among the cities.
12. He is the first person who built a house for banquets and parties and welcoming delegations.
13. He is the first person who set up rest houses in cities and roads for people.
14. He is the first person who lent the surplus of the treasury to those who wanted to worship.
15. He is the first to banish the food hoarder.
16. He is the first one to create a meadow for camels and goats to graze in.
Good news of Heaven given to him
Abu Musa Ash’ari says: I looked for the Prophet in the mosque; but I did not find him, so I looked for him in the houses of his wives; But He wasn’t there either. I searched about him, and I was told that he went in this direction, so I moved in the same direction, until I reached a well; I saw the Prophet entering the well, performing wudu (ablution) and sitting next to it, putting his feet in the well and pulling up his clothes.
Abu Musa Ash’ari, may Allah be pleased with him, said to himself: Today, I will be the porter of the Messenger of Allah, may Allah bless him and grant him peace. He stood in front of the gate, Abu Bakr came and asked permission. He asked the Prophet to enter, Abu Musa asked permission for him, and the Prophet, may Allah bless him and grant him peace, said to him: Give him permission and give him the good news of heaven.
He went to Abu Bakr and said: The Messenger of Allah, may PBUH, will allow you to enter and give you the good news of heaven. Abu Bakr entered and sat next to the Messenger of Allah, peace and blessings be upon him, and put his feet in the well and pulled up his clothes. Umar came and asked the permission of the Prophet to enter, Abu Musa Ash’ari asked permission for him. The Prophet, may God bless him and grant him peace, said: Give him permission and give him the good news of heaven.
The prophet, PBUH, says: I saw in a dream that I was in heaven, as I was going to heaven, I saw a palace that had dignity. I said: Whose palace is this?
It was said: He is a man from Quraish.
I said: Is this palace mine?
It was said: No, this palace belongs to Umar.
